Anyway the contract had already been tender and award to built, am sure these developer/construction company will need to follow by the delivery date stated in the tender contract else will be obligation for any violation to contract agreement stated by LTA.

Anyway nowadays most good projects located in the city fringe area such as Balestier, Boon Keng area, etc are almost the same congested, only different is that the price of Boon Keng area is much cheaper as compare to Balestier
Believe in future once all the project is up and completed the LTA will had be reviewing the traffic management plan in this area due to the increase of the occupancy in this area.
