    MM: Cost grows with economy, but Govt will help first-home buyers

    SINGAPOREANS can expect the prices of HDB flats to keep on rising as long as the economy continues to grow, Minister Mentor Lee Kuan Yew said yesterday.

    However, he assured young couples that the Government will help them to own their first flats.

    The Housing Board will also keep building affordable homes 'so that each generation of Singaporeans will continue to have a stake in the nation', he added.

    Mr Lee gave the assurance when he visited the newly-completed crown jewel of Singapore's public housing, which he said is symbolic of the spectacular transformation of the country.

    The Pinnacle@Duxton, rising 50 storeys high, stands on a plot that was occupied by the first rental blocks in Tanjong Pagar constituency, of which Mr Lee has been the MP for 54 years.

    Yesterday, he recalled how he used the two Duxton Plain blocks then under construction in his 1963 election campaign, when the leftists were determined to win his seat.

    'I said: 'If you vote for me, these will be completed and will be yours'. If not, the Barisan Sosialis will win and you will have a bleak future.'

    Such blocks were built in the 1960s as a quick fix for Singapore's rapidly-growing population who were 'living in overcrowded shophouses or squatter huts'.

    'People were poor and life was hard. No running water, no modern toilets, no expectation of a better future,' said Mr Lee in a speech that traced the 'breathtaking' transformation of Singapore's housing landscape since the 1960s.

    Later, he told reporters that the direction of HDB home prices depends on the people.

    If they have confidence in the country and support the Government, then prices 'must go up' as they have every year since 1965, he said, in response to reporters asking what he would say to young couples lamenting the sharp price increases in recent years.

    The alternative, Mr Lee said, is grim.

    'They've got to decide if the country is going to go up or go down. If the country is going to go down, then the economy will go down, people's incomes will be down, unemployment will be up and property values will go down.'

    In the last 45 years, HDB home prices have soared. For instance, a three-room flat in Queenstown in 1964 cost $6,200, but would fetch at least $200,000 today.

    However, much of the increase in prices has taken place in the past few years.

    In his speech, Mr Lee also dwelt on the many benefits of a home-owning society, which had its roots in the policy introduced in 1964.

    It gave a community of immigrants a sense of rootedness in Singapore, he said, adding: 'It is the foundation upon which nationhood was forged.'

    Owning their homes also gives people a pride that is critical in preventing housing estates 'from turning into slums, which is often the fate of public housing estates in other countries', he said.

    But the key advantage is that the policy gives people 'a tangible stake in worth' and motivates them to work hard.

    'If Singapore prospers, their flat values will appreciate and they share in the growth,' he said.

    He added: 'If all the 900,000 HDB flats built over the past 50 years were rental flats... We would not have the stability, progress and prosperity that a stake in home ownership of a growing asset has made possible.'

    As assets, HDB homes have become more valuable partly because their prices have moved in tandem with the economy, thus allowing citizens to share in the fruits of growth, said Mr Lee.

    This can be seen in the high demand for the flats at the Pinnacle@Duxton, he said.

    It has 1,848 flats. At the first launch in 2004, its four-room flats cost an average $335,000 and the five-room flats, 395,000. This year, the HDB priced these same-sized flats at an average of $486,000 and $590,000 respectively.

    Mr Lee described the building of the Pinnacle as 'a strong testament to our tenacity and capabilities as a people'.

    'I see more and more of these old blocks being demolished, and new blocks like the Pinnacle being built,' he added.

    Means all first timers and couples can forget about living in matured estates or near city centre. All the youngsters at the fringe of Singapore island, eg. Punggol, Sembawang, Jurong West etc etc, when tsunami strikes all the young ones die first upfront...

    Aiyoh! Why paint this kinda scenario, sounds like cursing leh
    Maybe still can be 'affordable' by having smaller flats mah? ... taking a cue from the pte developers loh ..... already announced the new BTO projects got those "pair" units lor. Maybe the rich parents take the bigger unit & the young couple take the studio lor, reverse fortune??

    Let's see reaction to Dawson estate ... how many new couples earning below 8k will go for it. Judging from the reaction to DBSS (Boon Keng, AMK, TPY, Simei), looks like we do have many couples who think they can afford a 5XXk or 6XXk flat. The joke is they offer 4/5r in Sembawang/Bukit Panjang for below 300k.

    you obviously don't study geography. We are way out of the earthquake zone and even if our neighbours experience that, their many islands will buffer the impact hundreds of miles before it reaches singapore.

    Or does anyone else feel claustrophobic when looking at the Pinnacle @ Duxton?



    It's like a Bee Hive ... wonder how are so many people going to cramp into these spaces?

    when i was in spore ... i could see it from my office ... and at a distance , due to its uneven protruding windows .. it looks like a ghost / haunted building .. like those you see in disneyland ... witch house

    Looks like abandoned building in "life after humans" ha ha but I am sour grapes, actually I do wish to own a unit there.

    Even if income rises the ceiling still remains at $8k......how to be more affordable???? Think my friend think?????? Unless all under declare income

    Knock one hole in the wall and the 5 room flat becomes "special" and price becomes $664k wow the Govt has listened to all young couples wanting to stay near parents Ha Ha. What a super caring Govt, all hail MBT. Now all young couples cannot complain leow.

    HDB can carrot head 2 generations in one go.

    I was at The Beacon which is facing Pinnalce @ Duxton. It really makes other buildings look like a dwarf standing next to a Giant. One thing for sure is Cantonment Road is quite a small road and with so many units located at that place, you can imagine the daily traffic jam you will be facing just to enter or leave your house. Unless you travel by MRT to work, or you will have to bear with the slow traffic along this road.

    女皇镇五房式(5-room)预购组屋售价超过66万元虽然贵,但房地产业者认为,10年内的转售有望破百万($1 million)。

    建屋局推出的女皇镇杜生(SkyTerrace@Dawson)摩天组屋,其中最引人注目的是附阳台或在顶楼的71个“特别五房式单位”,要价66万4000元($664,000),相信是历来最贵的组屋。

    虽然这些摩天组屋的价格很高,但房地产业者认为,未来的组屋转售价也有很大的增长潜力。

    博纳集团高级副总裁兼首席导师林永富说,66万多元的组屋不算便宜,但在未来10年里,近市区的组屋售价破百万大有可能。

    “作为长期投资,如果国家发展稳健、人口增加、没有天灾人祸,房地产可说是稳赚不赔。”

    C&H房地产公司董事经理卢元士,也认同杜生新组屋大有可为。

    “目前要在转售市场上找到这个地段,价位在60万元以下的五房式组屋几乎不可能。以1200平方尺计算,杜生组屋大概每平方尺550元($550 psf),如果在同个地点买私人房产,价格几乎多一倍。”

    他说:“基本上,建屋局的组屋价格是参考该区组屋转售价而定。”

    根据建屋局网站的数据,过去一年,女皇镇五房式组屋的最高转售价是75万元($750,000),最低47万元($470,000)。

    但也有市场人士认为,组屋售价66万多元似乎太高。资深房地产顾问麦俊荣说:“66万多太贵,私人组屋就合理,但预购组屋却说不过去。”

    新推出的两个项目杜生庄(SkyVille)和杜生阁(SkyTerrace),预定2015竣工,共有1718个小型公寓和三至五房式单位。

    以昨天的申购情况来看,中大型组屋例如四和五房式单位,以及只供55岁以上购屋者申请的小型公寓较受青睐,都出现超额申购的情况。

    建屋发展局前天下午推出的杜生(Dawson)预购组屋,得到公众的热烈反应,仅仅一天已出现超额申购情况,2298抢购1718个单位,其中大型组屋较受青睐。

    截至昨天下午5时,杜生庄(SkyVille)和杜生阁(SkyTerrace)两个项目的176个五房式单位,获得507份申请,平均每个单位有3人申购。1102个四房式单位则获得1440份申请,同样出现超额情况。270个三房式单位只收到159份申请。

    只供55岁以上购屋者申请的小型公寓,也获得不俗反应,有104人申购40个单位。虽然申请活动两个星期后才截止,但许多公众已争先恐后地提出申请。

    记者昨天下午1点到建屋局中心采访时,只见介绍杜生项目的一楼展示厅人山人海两个小时里现场申购的人龙未间断过

    虽然建屋局也同时推出三巴旺和武吉班让组屋,但大多受访公众冲着杜生组屋而来,吴百丰(22岁,公务员)是其中一人。他前晚得知杜生组屋推出市场的消息,隔天一早就临时请假到建屋局中心了解申请程序,随即排队办理手续。

    申购四房式单位的他说,杜生庄组屋的“灵活格局”计划是最大卖点,可让购屋者按本身需要和喜好,从三个组屋设计中作出选择。

    吴百丰说:“我和女友喜欢较大的主人房和客厅,不介意少几间卧房,这项计划让我们能自由选择。”另两个可供购屋者选择的设计是三房一厅标准格局,或两房及客厅较大的设计。

    他坦言,杜生屋价偏高,但若考虑组屋的优越地点,一些四房式的售价还算合理。它们的售价介于37万3000元至54万9000元,五房式则卖53万2000元至66万4000元。

    邱佳杰(26岁,公务员)同意说:“那一带的转售价不断上涨,而杜生组屋靠近市区,它们的屋价相对来说还合理,但我最多只愿付50万元。”

    屋价是许多购屋者的最大考虑因素,黄丽华(54岁,行政人员)也认为,杜生组屋太贵,她十分喜欢女皇镇,愿意付最多30万元购买三房式单位。

    她直言:“屋价超过30万元,就很难负担了。即使打一辈子的工,我恐怕也无法还清房屋贷款。”

    Dennis Wee房地产经纪行董事许家荣则提醒购屋者,选购组屋时需要在屋价和地点作出取舍,如果选择靠近市区的组屋,就得准备付更高价码

    他说:“杜生组屋主要是供注重设计和优质生活的公众购买,而价格较大众化的三巴旺及武吉班让组屋,对象是那些要满足基本住屋需要的购屋者。”

    建屋局资料显示,公众对三巴旺和武吉班让四房式单位的需求强劲,申请者比组屋供应多出一倍,二、三房式的小型单位则遭冷落。

    另外,在杜生阁试行的“多代同堂”计划也引起公众兴趣。在计划下,建屋局将把65间小型公寓和四房式或五房式单位搭配起来,一起供申请。

    这样的设计有别于建屋局20多年前在碧山等区推出的多代同堂组屋。建屋局副局长(房产与企业)叶振铭说:“多代同堂组屋过去是以一个单位出售,父母和子女同住在一个屋檐下。不过,它们不受欢迎,所以推出几年后便停止兴建了。”

    “杜生现在的设计是父母和子女住进两个毗邻单位,大小组屋有个别的大门,而它们之间也开了侧门,让两个家庭相通。”

    伍惠敏(33岁,销售员)打算同父母亲申请多代同堂单位。她说:“这样的设计可让年轻夫妇和父母亲住得靠近的同时,继续享有隐私。”

    杜生多代同堂组屋推出一天后,65对四或五房式配小型公寓的组合共收到44份申请。

    资深房地产顾问麦俊荣认为,由于这是前所未有的计划,公众对这类组屋的需求现在还难以预测,这或许是建屋局只推出极少单位的原因。

    要买女皇镇66万超贵五房式组屋,就算夫妻月入7500元,每月除了掏空公积金外,还需自掏腰包至少600元还房贷。

    财务规划师吴加万说:“如果家庭月入(household monthly income)没有7500元($7,500),就不用考虑购买66万4000元($664,000)的特别五房式单位。”

    他解释说,假设一间组屋的售价是66万元,贷款80%,即52万8000元,那么根据建屋局2.6%的利率、贷款30年计算,每月需还房贷2114元。

    根据理财准则,每月房贷不应超过收入的35%,换言之,夫妇应至少有7500元的家庭月入,才可考虑买66万的房子。

    另外,就算有7500元的家庭月入,夫妇也要准备每月掏出614元现金($614 cash),弥补每月公积金普通户头存款和贷款额之间的差额。

    以7500元计算,夫妇每月的公积金普通户头存额总数约1500元。

    “买房子最重要是量力而为,不要为了面子或希望与别人比较,买超过个人能力的房子,避免最后因无法偿还贷款,而被迫卖屋。”

    “也不要有房子就是一切的心理,要知道除了供房子,也需要为退休、孩子的教育费等做打算。”
