Most developments got like 300 units to 800 units.
If 10% of them got defects, that makes it 30 to 80 units.
If half of them complain online, that is a lot. 15 to 40 complaints and we will perceive as that development sucks. And add on those sour grapes, we have many many complaints.
In actual fact, every development will have defects. That is why we have 1 year to make sure the developer rectify it.

I think the MCST was formed in Aug or Sept 2009. The investigation was started then. Only till last year around 3Q 2010, the MC had the approval from the Second AGM to go ahead with a full extent of investigation and taking legal action.
The estate is big, they need time to investigate the problems. eg, to engage professionals like lawyers, QS and ME, to sue the Developer and the main con is alr not an easy task. Who wants to go against the big boys in the market?
As to the buyers of The Seaview, as a standard market practice, u buy at own risk. Even u buy a fish in the market and it is not fresh, what can u do?
The MC has already informed public rather than hiding the ugly facts. If u assess the timing, they have done a great job that within a very short span of time.
