In a small development, all the neighbours know each other pretty well. If a particular unit near the pool needs some extra privacy while others are having a great time at the pool, the neighbour could just walk over and inform them to keep their voices low.
All matters / issues whether big or small can be negotiated and easily dealt with within a small community of neighbours.
Whereas for large condo development, everything must go thru MC or phone Security Guards, send complaints black and white in writing, file petitions, publish notice board, votings and etc...too much red tapes....
