    公寓管理层贴大字报追债 居民炮轰:像阿窿!

    36名居民拖欠7万元维修费(36 owners owe $70,000 of management fees in total),公寓管理层张贴“欠钱还钱”名单(management agent posts O$P$ list),被居民投诉:好像“大耳窿”!(residents compained, "like loanshark!")

    位于杨厝港路的嘉城林公寓(Castle Green)从本月开始,布告栏上出现“欠钱还钱”名单。原来,这是公寓管理委员会向拖欠1000元至近1万元维修费的居民,“追债”的新方法。

    被管理委员会公开“追债”的居民,之前都没接到通知,但无论是否榜上有名,居民都对这种做法感到不满。

    一名拖欠9个月款项的40多岁居民告诉《新报》,虽然拖欠维修费,但也支付利息,管理委员会没必要采取这种“追债”方式。

    一名60多岁的退休人士说:“这和大耳窿有什么两样,都是欠钱还钱,只是在这他们不泼漆。”

    公寓拥有664间单位,平均每间单位每3个月需支付约700元的维修费。如果拖欠,利息是每年10%。

    除了现有屋主,新买家和旧屋主都榜上有名。他们有的是因为首次买公寓不清楚支付维修费程序,有的是交由他人代理,而不知道为何没支付款项,或是面对现金短缺。

    公寓内拥有游泳池、俱乐部、羽毛球场、壁球场和网球场,据知每年开销超过100万元。

    其他公寓管理业者:‘羞辱名单’有效‘追债’

    其他公寓管理业者指出,“羞辱名单”在解决屋主迟缴和不缴维修费问题方面很有效。

    管理20个公寓的管理公司Total Estate Management董事郑先生说,自从在旗下一座公寓公开拖欠维修费的居民名单,加上增加利息后,拖欠问题就大幅度减少。

    他透露,这个做法在7年前就开始实行,每月的理事会议记录上会注明拖欠款项的居民,1星期后将名单贴上布告栏。

    过去,这个拥有300间单位的公寓有30名居民拖欠达6个月的款项,后来下降到20人,拖欠期也少过3个月。

    郑先生说:“张贴名单前,我们会用尽办法联络居民,因此他们不能怪我们这么做。”

    法律起诉是最后途径,郑先生8年前(8 years ago)曾因屋主拖欠5万元维修费(owner owed $50,000 management fee),向法庭申请强迫拍卖一间单位(force sold a unit)。

    The 'royal court' at Castle Green, a tiny fiefdom in the northern edges of Singapore (locally known as Yio Chu Kang), has decreed that residents who fail to pay their maintenance fees shall be publicly named and shamed.

    Rightfully, it has caused quite a furore among the masses, with many likening the move to an oft-used loansharking tactic - O$P$.

    [By 'royal court' we mean the maintenance committee, and yes it's true, residents who fail to pay get their names put up on some notice boards.]

    2 reasons why these residents not paying maintenance :

    1... no money ... wearing a hat too big for their head
    2... royal court not doing a good job .. i know some residents at other condos ..deliberately not pay ..to pressure the management office to buck up

    Maybe the Sail owners can start to stop their payment....

    reason 2, since they are not happy with ECC.
