Ok, by right according to the law, foreigners and even PRs CANNOT buy landed property anywhere in Singapore (except 99-years Leasehold Sentosa houses) without explicit written permission from URA (or some land authority), and permission are seldom granted for foreigners unless the person is a big shot.
Ok by left anything can happen, especially if Richard Baker is not a big shot (and he doesn't sound like one, and he is not a Singapore citizen)............
I suggest you ask URA or the relevant government body for clarification on why a NOT big-shot foreigner can buy and own landed property in Singapore (not even if he is a PR since the government also said they have tightened criteria for approving PR to buy landed)........
