Foreigners are not allowed to buy landed property in Sg...only Singaporeans can and I think PRs have to apply for permission ...

If this policy were to be revised and foreigners allowed to buy landed, it will definitely shoot up and all landed owners like me will huat!

Ok, by right according to the law, foreigners and even PRs CANNOT buy landed property anywhere in Singapore (except 99-years Leasehold Sentosa houses) without explicit written permission from URA (or some land authority), and permission are seldom granted for foreigners unless the person is a big shot.

Ok by left anything can happen, especially if Richard Baker is not a big shot (and he doesn't sound like one, and he is not a Singapore citizen)............

I suggest you ask URA or the relevant government body for clarification on why a NOT big-shot foreigner can buy and own landed property in Singapore (not even if he is a PR since the government also said they have tightened criteria for approving PR to buy landed)........
