    Congratulation to those who have invested in the West. With news of Jurong Jurong Jurong CBD CBD CBD keep splashing all over news stand, even the most die hard naysayers of ulu Jurong is starting to believe in Jurong Lake District masterplan.

    BEWARE I SAID. BEWARE!!


    JURONG Country Club (JCC) was on Monday gazetted for acquisition, paving the way for the site to be developed into the Singapore terminus of the high-speed rail (HSR) link with Malaysia - a development which caught the JCC management and its members flatfooted.

    Singapore Land Authority (SLA) chief executive Tan Boon Khai said JCC will be offered no replacement for the golf club site following the acquisition.

    The compensation to be paid to JCC under the Land Acquisition Act will be based on market value as at the acquisition date.


    JCC is slated to hand over the land by November 2016. Its lease on the 67-ha site, last renewed in 2003, was supposed to have run out only in May 2035; the club, comprising the golf course and clubhouse, had just sunk S$23 million into upgrading its greens in 2012.

    The land on which it sits is located within the 290-ha Lakeside area, which is part of the 360-ha Jurong Lake District.

    The HSR terminus is expected to occupy 12 ha, or nearly 20 per cent of the JCC site; a Customs, Immigration & Quarantine (CIQ) facility will be located there.

    Urban Redevelopment Authority (URA) chief executive Ng Lang told reporters that the JCC site was chosen because the plot could accommodate the supporting infrastructure and amenities. The site's proximity to existing and future MRT lines and to the Jurong Gateway commercial hub was another factor.

    The remaining 80 per cent of the site beyond the HSR terminus will be turned into a mixed-use precinct comprising offices, retail, hotels and homes; there could also be family-friendly amenities in the Lakeside water bodies, complementing the Jurong Lake Gardens and the new Science Centre.

    These new developments will be implemented progressively.

    Mr Ng said the URA is looking to create seamless connectivity between the HSR terminus and the Jurong Gateway commercial hub, stressing the importance of a critical mass to develop Jurong East into Singapore's second central business district (CBD).

    "We also need to ensure that it is plugged into the rest of the region and plugged into the rest of Singapore, so this will involve doing a comprehensive review of how we would like to develop and improve the public infrastructure for the Jurong Lake District, using this as an opportunity."

    Land Transport Authority chief executive Chew Men Leong said that most of the HSR infrastructure will be underground; the terminus is expected to be within 600m of the current Jurong East MRT station and connected by to it by linkways.

    Two upcoming MRT lines, the Jurong Region Line (to be completed in 2025) and the Cross Island Line (2030) will be within accessible distance of the new terminal, Mr Chew said.

    The road networks in the area will be adjusted to facilitate commuting and to wean people from their cars.

    A week ago, Prime Minister Lee Hsien Loong had revealed that the Singapore terminus for the HSR link to Kuala Lumpur would be in the Jurong Lake District in Jurong East, but had not provided details of the site then.

    He and Malaysian Prime Minister Najib Razak had also announced that the original target of completing the HSR by 2020 would need to be re-assessed, given the scale and complexity of the project.

    Speaking in parliament on Monday, Transport minister Lui Tuck Yew said Singapore and Malaysia are in deep discussions on the technical, security, commercial and regulatory aspects of the HSR.

    "It is too early for us to talk about fares, but we have already shared with the Malaysians that we think it's better for the express service between Kuala Lumpur and Singapore, and for the transit service that runs from KL through a number of stops before it reaches Singapore - for both these sets of services - to be managed separately," he said.

    Property consultants say locating the HSR terminus in Jurong Lake District will likely boost Jurong property prices.

    JLL national research director Ong Teck Hui said more commercial activity could nudge land and property values in Jurong East above "suburban levels" - to levels befitting its status as a second CBD.

    News of the acquisition of JCC did not go down well for some members of the club.

    A 75-year-old questioned the choice of the site, given its distance from the Jurong East MRT station; another said he was dismayed at the news, given that he started golfing at JCC only nine months ago.

    Explaining the timing of the announcement, SLA's Mr Tan pointed to the complexity and amount of redevelopment planning required, and said time had to be given to JCC and its members to make alternative plans. He added that government agencies may work with JCC to identify another site for social purposes.

    JCC now has some 2,000 golfing members and 800 social members. Its captain and chairman of the golf committee Ross Tan told The Business Times that the club received a flurry of queries from members when the news about the acquisition broke.

    The JCC general committee will meet SLA in two weeks.

    Meanwhile, the club sent out an e-mail to its members on Monday, informing them of the land acquisition, and that its general committee had appointed a task force to work with SLA during the acquisition process.

    Corporate lawyer Robson Lee, partner at Gibson Dunn & Crutcher LLP, told BT that under such circumstances, the general committee will have to look into JCC's constitution and the trust deed on the use or distribution of proceeds from the compensation received. If the constitution and the trust deed are silent on this, the committee will have to convene a general meeting for members to deliberate on the use of proceeds.

    Morgan Lewis Stamford director Ng Joo Khin noted that the by-laws or constitutions of some non-profit clubs require them to channel funds in their coffers to a charity should the club be dissolved; others may be required to return the funds to members.

    It would also depend on how JCC decides to proceed from this point - it can choose to continue as a social club, acquire land or property later on which to build a replacement clubhouse, or even merge with another club, he said.

    The government has been reclaiming land from golf courses for redevelopment. In February last year, Keppel Club and Marina Bay Golf Club were told that their leases would not be renewed upon expiry. Two golf clubs - the Tanah Merah Country Club and the National Service Resort & Country Club - have had the size of their golf courses cut, while the Singapore Island Country Club is in the middle of having its greens pared back.

    which I felt was not an issue for the development of JLD, don't like it, don't buy, why go on and on about it? That is why Ringo went on and on trying to educate these fools.

    Several others, myself included, also supported the potential of Jurong area.

    But continually harping on it is hard selling no matter how you package it.

    Detractors also have their point, particularly about paying unprecedented high prices for JG at that point in time. Even if JG TOP today, it is hard to say if owners can break even, much less make a profit. Of course, in the longer run, it will still be a viable option as the second CBD, but there is still a risk that buyers undertake in view of many properties nearby still selling below 1KPSF. Before the JG boat can rise, the oceans surrounding it must all rise to about 1.2kpsf minimum for the older developments and at least 1.4kpsf for the newer ones.

    The forum has been quiet for several months, reflecting the overall market activity and the stillness in the showrooms. Nothing much to do with word eating. Meanwhile, many are waiting for JG TOP to see what kind of prices await us. Shock or surprise? Trick or treat?

    I find it amazing the interest around the HSR as if the HSR will definitely happen.

    As a person who truly understands how the Malaysian Government works, my 2 cents are as follows:

    1. The HSR project is 340 km - less than 20 km is in Singapore. So, it is predominantly a Malaysian project;
    2. The HSR is Najib's pet project. If you are aware of Malaysian politics, Najib's position is currently very precarious. I wouldn't be surprised he will be out before the project even break ground, if at all, and the new PM (or possibly, though more remote, new Govt) will relook at this HSR project
    3. The way things work in Malaysia will beggar belief. Self and vested interests comes first. Commercial and technical viability comes second. Be prepared for long convoluted deals and controversy over significant land acquisitions and award of the HSR EPC contract. Look how log it took to complete the double tracking project from KL to Ipoh!!
    4. Already the target completion date is pushed back to 2022 to 2025. A more realistic projection for me is 2025 to 2030. You can bet your last dollar is that the delay will be a the Malaysian side - from awarding the contracts to construction.

    So, don't count the railway chicks before they hatch. I am well versed how things work in Malaysia, and this will be one project which will attract much unwanted interest and controversy.

    Two thumbs up for the balanced views. We have seen Malaysia boleh before. Even 1MDB can run underground. That is a risk both sides have to take and balance against the long term economic gain of linking to China. We will have to see in 10 years' time. Therefore when we take position, we should consider the best and worst situation that can happen.

    That is why I think it may just all be a pipe dream.....hope those JCC members don't bang b*lls when the project fails to take off LOL!

    Singapore Govt is definitely taking back JCC land and building mixed residences, a transport node (maybe as JRL or ERL station at worst), and other facilities and amenities over there.

    If the HSR does not take off and the SG Govt still continues to take back JCC land, then it is despicable, confirm that they just want to make money from the land, despite the lease of 2035.

    Its not surprising to see some naysayers of JLD to continue splashing paint and pouring cold water on the JLD potential by desperately clinging on to anything that gives them hope that something is going to derail the JLD Masterplan to turn Jurong back to jurong again.

    1) The interest surrounding JLD and bigger western region is not the just HSR itself but the the many unique attributes of JLD that is going to turn JLD into the 2nd CBD of Singapore. Many big companies currently located in central region have already announced that are moving into Jurong Gateway, and this including Great Eastern (33,000sqft), CPG (83,000sqft), BECA (26,000sqft), Daimler (55,000sqft) etc.

    2) Government from both Singapore and Malaysia have already completed numerous rounds of high level ministerial discussion concerning the HSR project and it has been the main topic of discussion for the yearly KL Sin Retreat since the idea was announced in 2013.

    3) Government from both sides have already done their respectively engineering studies to confirm the alignment of the HSR, and for Singapore side SLA has even go one step further to made it official to acquire the JCC land for HSR terminus. (Would Singapore make such an announcement without comprehensive studies on the commercial potential, political risk, and certain level of certainty?)

    4) As for the completion date, a realistic timeline is 7 years from now, so the earliest completion date will be 2022 and any delay of this project (by a few years) will be immaterial to the development plan of JLD.

    Is has been around 2 years since we have this thread, many of those naysayers from 2 years ago have all but given up or recourse as they continue to struggle to go against the force of logic to confront the endless tsunami of new development plans for JLD.

    For those hoping KL government to fail so that they will derail JLD should seriously consider exiting Singapore property market all together because you are forcing yourself to believe that Singapore government is so dumb to acquire JCC land without a high level of certainty that HSR will go ahead regardless of Najib or not.

    Planning for worst case scenario: JCC land gazetted for take over Nov 2016. Malaysia if U turn earliest will be 2018.

    You think Govt officials never factor in the worst case scenario of HSR default?

    Najib's position is very very shaky. The IMDB saga could be his downfall - there are already rumours that his own UMNO people are calling for this resignation. The recent sale of land from 1MDB to Lembaga Tabung Haji (LTH) could be the last straw and his final nail on his coffin.

    Somehow, the public reaction to the involvement of LTH seems to have caused a shift of public opinion in Malaysia against Najib, including from his own party, UMNO.

    If Najib goes, there will be a re-look at the whole HSR project by the new PM, especially in the areas where 1MDB and LTH have been involved.

    I have no iota of doubt that the Singapore Government will carry out its ambitions for Jurong. It is the Malaysian side that is doubtful given Najib's precarious position and the way things are done in Malaysia. After all, you can have a shiny and new HSR terminus in Jurong and the 20km of railway in Singapore, but it is of not much use without the timely completion of 320 km of railway across Malaysia which will be subject to Malaysian style political interference, controversy or delays.

    One last thing, unlike Singapore, compulsory land acquisitions are often challenged in court. There have been many cases where the Govt has lost - again unlike Singapore - and either forced to pay more or cancel the project. I will be very very surprised that the current alignment of the railway in Malaysia is not subject to adjustment either because of legal challenges or for serving political interests. A mini version of this is already happening in the construction of the LRT in Klang Valley. You can have a look at the progress of this very much smaller project as a precursor of what is going to happen for the HSR.

    Yes, JLD will come into fruition, but don't expect the HSR to be in sync with the JLD development - either delayed significantly or worse (and I hope this does not happen) cancelled.

    Those who need to commit crime are unlikely able to buy tickets and board the HSR.

    Repeat offenders are screened upon check in.

    What for come to SG and be trapped by the security here. If such person exists he would rather wait outside MSIA stations. Not difficult to track but security there is tricky i concur.

    Compare to your lakeholm of course you are on the wining side, you bought them low cheap, I am referring to those paying overprice to beware cos their valuation may be much lower from what they have paid. Other area already sees a big drop on rental and most have grab their tenants. The competition is strong, FTs also cut down on spending.

    SINGAPORE: Great Eastern Life will be moving to Westgate Tower in Jurong East. It is among several firms, including German automaker Daimler and CPG Corporation, shifting to the west.

    Already, Jurong East is seeing a major transformation - with several shopping malls, office buildings and even a hotel and hospital sprouting up in recent years. But this will gain further momentum, with the upcoming high-speed rail terminus to be sited at where Jurong Country Club now stands. Analysts said they expect to see more commercial properties coming up in that area - turning it into a key commercial node in Singapore.

    According to property consultants, financial services and complementary industries are expected to remain in the current central business district (CBD), for proximity to the centre and each other. As for Jurong East, industries that would choose to locate there are likely to be more 'footloose'."

    "Typically those companies that are more ‘footloose’, they don't really need a central location, yet they like certain amenities and agglomeration of firms together," said Dr Chua Yang Liang, head of research for Southeast Asia and Singapore at Jones Lang LaSalle Property Consultants. "If you look at the occupiers in and around the area, they're quite broad. You have oil and gas, lifestyle, some business services in there, IT firms. Going forward, I think how Jurong would shape itself out is I think there would be greater cumulation of these firms coming together."

    However, how the two commercial nodes complement each other depends on both physical and economic connectivity.

    "In the short term, I think how you get from the regional line to the local transportation network is important,” said Dr Chua. “Increasingly over time, as the area develops, the economic connections, the businesses that are there, vis-a-vis those that are in the CBD - how are they related? Are there supporting services coming in from there?

    “And the relationship with Malaysia as well. What kind of business and economic relations and links do they have? That would then provide the kind of connectivities to achieve the dream of having a leading commercial hub in the west."

    Amid the upcoming developments in the area, some property experts said there could be space set aside for nature and recreation. They noted that the Jurong Country Club site, of which 20 per cent will be occupied by the terminus, was set out to be a green lung.

    Said Mr Desmond Sim, head of research for Singapore and Southeast Asia at CBRE: "Country clubs, originally are like a green lung to the precinct and we shouldn't be intensifying the use or making it dense for the remaining 80%. It should remain a green lung. Maybe certain parts of the remaining 80% could be used to complement the surroundings of the terminus, but if the connectivity there should be a green lung stretching across to the Jurong Lake District and preserving the whole Lake District as a green entity."

    Jurong East may not be the only area to benefit from upcoming developments. Analysts said these could help spur more demand for businesses and amenities in nearby areas like Clementi and Bukit Batok.

    SINGAPORE – The Jurong Town Hall will be gazetted on June 2 as Singapore’s 69th national monument, the National Heritage Board (NHB) said on Monday.

    Jurong Town Hall joins a growing list of post-war buildings that have been preserved for posterity. The list includes the Armenian Church of St Gregory the Illuminator, St Andrew's Cathedral, Sri Mariamman Temple, Raffles Hotel, Victoria Theatre, Tanjong Pagar Railway Station, Alkaff Upper Serangoon Mosque and many other historically significant structures.

    In a statement, NHB said that Jurong Town Hall will be gazetted as "it stands as an iconic testimony to Singapore’s drive towards modernisation and development in its early years of independence".

    Constructed between May 1971 and March 1974, Jurong Town Hall once served as the headquarters of the Jurong Town Corporation, which is now known as JTC. JTC played a leading role in developing Singapore’s first industrial estate and is considered to have spearheaded Singapore’s industrialisation drive.

    Jurong Town Hall is the seventh post-war structure gazetted as a National Monument.

    The Urban Redevelopment Authority (URA) had earlier awarded it conservation status on November 25, 2005.

    After being gazetted, the building will be preserved as a national monument by the Preservation of Sites and Monuments (PSM) division under NHB, in conjunction with Jurong Town Hall’s 40th anniversary. This means that the Jurong Town Hall and its intrinsic historic features will be accorded the highest level of legal protection.

    The gazette of Jurong Town Hall will be the first time that NHB is gazetting a conserved building as a National Monument.

    As a National Monument, Jurong Town Hall will be protected by preservation guidelines instead of conservation guidelines, and will undergo a regular cycle of inspections to ensure its proper upkeep.

    The decision to gazette Jurong Town Hall was made after very careful assessment of its historical significance, architectural merit and current condition.

    Ms Jean Wee, Director of the PSM division, NHB, says, “Jurong Town Hall was built in the first decade of nation building in Singapore, specifically, when we were in our nascent years of industrialisation. This landmark was the work of a pioneering team of local architects."

    The Jurong Town Hall was built in the early 1970s based on the winning entry submitted by local firm Architects Team 3 in an architectural design competition. The futuristic building consists of two elongated parallel blocks of unequal length connected by bridges. It is reminiscent of a ship, with a 50-metre high digital clock tower serving as the 'mast'.

    In March 2015, JTC announced that the Jurong Town Hall will house the new Trade Association Hub that is slated to open in early 2017, with the Singapore Chinese Chamber of Commerce and Industry coming on board as the anchor chamber. -

    Today visit Kallang Stadium still find the air there refresher than the west, the view there were also much better surrounded by nice condominium.

    at certain time of the year ... the stench of Pig crap was unbearable ...



    was at Jurong gateway a month ago .... didnt smell anything bad ....
