I like how by just entering block number, they narrow down and filter all applicable street names!

It should be the whole unit , just that when declaring the rent I believe in many cases the actual rent is not being declared. Agents still have tendency to split the rental into actual rent and fees for furniture, etc which should no longer be the case. They could e declaring only the rental portion and not the rental of the furniture. For a 3room in the same block you can see so much of variation from 1500 to 2200. It is just that one is not declaring the true rent while the other one is. That is why when the data for the average rental figures for different types of units by estates are released I am always surprised as I know from personal experience that the actual average rates are higher.
