Based on the calculator, the noise gets lower as you get higher. However, I've heard the theory (and you have probably as well) that it's actually noisier on the higher floors from agents. Comments?

If unit A is on elevated grounds, unit B on ground level (same as traffic road) n unit C on sunken grounds, the noise level will b greater for A than B than C?

Why some level is more noisy is because the noise is being reflected. And again also depend on the wave length of the noise.
Now back to your question, it really depend if it is block or reflected
as long u understand this diagram, it is not that difficult ... only a few key things are important e.g. the speed of cars, the # of cars in 1 hour, the height of condo units and the horizontal distance from center of road / highway
for the angle of view, if your condo is fully exposed then is 127 degree, if half of them blocked by a high rise building then you have estimate the angle of exposure
