I asked a local about it and apparrently it is not popular with Taiwanese as the location is not good. The developer is from china and due to the lack of popularity with local , they have to sell overseas to unsuspecting foreigners.

Quite a large developer in china but project is not at very easily accessible location.

I am a real estate agent of CBRE marketing this project.
Surprisingly, the Taiwan system makes it easier to buy properties there than here in Singapore (e.g. No tax on subsale, buyer's stamp duties about 1%, no need to pay lawyer's fee, etc.)
Developer is offering 4% guaranteed rental return for min. 3 years too.
