100% 200% move in condition???

Went to see look see look with my nephew on a hdb unit.
Advertised big big 100%, 200% move in condition.

toilet cracked tiles all over, wall machiam got measles, window grille missing 1 panel. Seller asking $40k cov + stay for free 2mths meaning at least 5-6 mths for completion+take over. Ulu location with not much bus, no kopi tiam...etc
should have advertise SUCKERS WANTED.

can complain CEA or not?
