Heard from someone that a motorbike hit pedestrian but not serious, then cab came and hit pedestrian.......

From the picture, it seemed like the vehicles were at the legal U turn but where it happened is hard to say. If it is at the illegal U turn, then the road is wider. I personally feel the legal U turn is situated at an awkward n rather unsafe spot cos it is where the road starts to curve n there are only 2 lanes.
