The stop work happened after a fatal accident at another site. I think it is something quite serious that caused them to stop work at this site. Legally you cannot do anything if Fragrance decides to build slowly.

The top no later than date is stated clearly in the sales n purchase agreement. There is nothing u can do unless they delay beyond that date, which is usually 2-3 years from purchase signing date.
