This is the amalgamation of 3 sites namely the Concorde Residences, Balestier Court and the Bright Building, right at the junction Balestier and Thomson Road.
Why is this D11? It should be D12.

The Arte next door is absolutely D12
This is a misrepresentation since the site only have only 1 address on the edge of D11. Are you sure?

Probably CDL is using "368 Thomson Road, Singapore 298127" as address. "29" is in D11. "32" is in D12.
When viewing Arte previously, agent mention the surrounding upcoming development by CDL will be more ex than Arte due to the land price. So why pay D11 price and be a neighbour to D12?

Well CDL has almost all the land around the Arte with the exception of the "haunted" Tan Tong Meng Tower.
For some reason Sulwyn does not want to confirm if this site is the former Albany or the former Concorde residence. However the showroom is situated next to Concorde (cnr of Balestier and Thomson)
The former Albany site is 41688 and plus the state land beside it is another 15177 bringing a total around 67000sqft. The OP says it is around 72000sqft.
I don't think they can price it much higher than Arte plus they bought the land for around $500psf/ppr. The plus point for this is that access is along Thomson Road and is definitely unblocked for nearly all floors.

i recall some time ago .. some developer bought a piece of land at the end of non prime dist, next to a prime dist ..
they damn closed the main entrance on the non prime dist ..and the new project has its gate on the prime dist side ..and sold them at PRIME pricing ..

How? There is no precedent and CDL can always argue that majority of land belongs to Thomson Road entrance land title?
Are Sky@eleven buyers stupid then? Thomson lane can almost join Lor 1 TPY;)

why buy Sky, fringe of D11, next to TPY ,, at D11 price ..
wouldnt Trellis , in TPY, FH .. better value ?
at the time Sky was launched ..trellis was still much muich cheaper ..

Both are freehold but Trellis is still much cheaper since it is 10-15 year's older.
But you are right. Pavilon@11 and Sky@11 are really oxymorons, otherwise they wouldn't have named it as such to reinforce the buyer that these are D11 projects.

URA must have rules otherwise they would have closed off The Arte at Jalan Raja Udang and use the Thomson road entrane from the Albany.

Next time when buying prime must check and ensure the entire perimeter is within Prime... else .. kana conned. Or maybe the new game is call rural prime district! :) but again weren't that make D8 and D12 rural estate.. hahaha
