First Bayshore BTO flats to be launched in 2024 likely to be Plus units

THE first two batches of Housing and Development Board (HDB) Build-to-Order (BTO) flats in Bayshore estate will be launched in 2024, and are likely to fall under the Plus category for new flats.

Minister for National Development Desmond Lee said Bayshore is a likely candidate for Plus projects, given its attractive location and its comprehensive suite of amenities.

Huttons Asia’s senior director for data analytics, Lee Sze Teck, said the Bayshore area has been predominantly for private housing, so the demand for the first Plus flats in the area “is likely to be strong”, he added.

Comprising 1,400 units of two-room Flexi, three-room and four-room flats, the upcoming units there will have full-height windows. These will give owners seafront views for units facing East Coast Park, or city views for those facing Bedok, said HDB in a statement on Monday (Oct 16).

Minister Lee unveiled the estate’s master plan at an HDB awards ceremony on Monday.

The 60 hectare (ha) estate is to be a part of Bedok’s next phase of redevelopment, and is a key milestone in the area’s rejuvenation, said the minister.

The estate is bounded by Upper East Coast Road, Bayshore Road and East Coast Parkway. It will sit on reclaimed land in an area which has been gazetted for housing developments since the Master Plan 1998.

There will be about 10,000 homes in the estate when completed. HDB said about 70 per cent of the units will be for public housing and the remaining for private homes under the guided vision of “Urban Communities by the Waterfront”. There will be walking and cycling paths linking the neighbourhoods to encourage residents to adopt more active lifestyles, said Minister Lee.

“These Bayshore flats will be the first HDB homes built along the East Coast since the construction of HDB flats in Marine Parade. We will offer a range of housing typologies, including rental flats, to promote more inclusive neighbourhoods,” he added.

Huttons’ Lee said that the BTO launch nearest to Bayshore took place in May, for the 1,640 units in the Bedok South Blossoms project. Each four-room unit there pulled in three applications.

The subscription rate for Bayshore may exceed three applicants for each four-room flat, he said. And if more five-room flats are offered by HDB, he expects there will be more applicants than for four-room units, given that the owners of these Plus flats are going to stay there for at least 10 years. (The minimum occupation period for a standard BTO flat is five years.)

The 10-year minimum occupation period is a feature of HDB’s Plus housing model, under which flats are built in choicer locations, and which are sold with higher subsidies so that buyers can afford their higher price tag. To mitigate the “lottery effect” and excessive windfall gains, buyers also have to pay a proportion of the resale price, reflective of the extra subsidies, if they sell their flats later.

HDB envisions Bayshore as a well-connected neighbourhood. In line with the push to be “car-lite”, the estate will have a seamless, comprehensive network of walkways and cycling paths to encourage green commuting.

Residents of Bayshore will be served by two up-and-coming MRT stations on the Thomson-East Coast line – Bedok South and Bayshore. Many homes in the estate will be within a five-minute walk of these stations.

The HDB estate’s car-lite town centre will have a 400-metre long “transit priority corridor” – a bus-only road where cycling and walking are prioritised. This central spine will serve as a corridor for communal activities for the residents.

HDB wants Bayshore estate to have vibrant streets with amenities. Bayshore Drive, the main street in the estate, will have clusters of food & beverage (F&B) options and amenities.

An integrated development connecting the future Bedok South MRT station and a bus interchange will be built, HDB added. This development will have residential, retail and F&B amenities.

While the future Bedok South MRT station plot could potentially have private housing development, the plot of land that sits above Bayshore MRT could be used for public housing, as its plot ratio was revised recently to 4.2, noted Huttons’ Lee.

Homes will be sited near parks and green spaces; many residents will have easy access to East Coast Park. Approximately 3 ha of land has been set aside for a central park among Bayshore’s housing developments, said HDB.

To enhance the health and well-being of residents, HDB has planned for thematic precinct spaces across the estate, to cater to users with different needs. These include multiple walking trails and play spaces for all ages.

HDB said Bayshore will also feature smart infrastructure and sustainable design, such as solar-ready roofs and pneumatic waste systems, to promote smart and sustainable living for the first two housing projects.

The layouts of the flats in Bayshore will be kept flexible, with no visible beams and columns in dry areas such as the living and dining rooms and the bedrooms, to offer homeowners scope for creativity in designing.
