URA earmarks land in Bedok and Woodlands for up to 2,000 new housing units

LAND parcels in Bedok and Woodlands have been earmarked as future sites for residential development, with the plots predicted to yield up to 2,000 new homes.

Based on proposed amendments to the Master Plan 2019 gazetted by the Urban Redevelopment Authority (URA) on Friday (Sep 29), a site along Chai Chee Lane in the Bedok area will have a plot ratio of 3.0.

“This is to facilitate future residential development to allow more residents to live near a transport node,” said URA.

Analysts estimated that the site in Bedok could yield between 1,200 and 1,800 new homes.

But despite the fairly close proximity to Bedok North MRT station on the Downtown Line, any Housing and Development Board (HDB) project built on the plot is unlikely to be a Plus flat, said Lee Sze Teck, Huttons senior director of data analytics.

Plus flats are a new classification of HDB Build-To-Order (BTO) flats, referring to those in desirable locations near transport nodes or town centres. Purchases of these flats come with more subsidies, but also tight curbs on their resale.

Mogul.sg chief research officer Nicholas Mak said Plus flats will probably be those within a five-minute walk of a transport node and other amenities, such as community centres.

Based on the current map, the Bedok land parcel is around four minutes by car from Bedok North MRT station, with a slight detour on the Pan Island Expressway.

HDB flats on that site will therefore be Standard flats, unless the accessibility and transportation links can be improved, said Mak.

In Woodlands, the land parcels along Woodlands Road and Kranji Expressway will have a plot ratio of 1.6. Roads have also been rezoned for an upcoming park.

The changes will “support the demand for housing and allow more residents to tap on the site’s proximity to amenities in the area”, said URA.

“The proposed park (also) supports the development of the Rail Corridor into a recreational community space,” it added. The Rail Corridor is a 24 km green passage that runs from Woodlands to Tanjong Pagar. It is one of the five Identity Corridors introduced by URA to make Singapore a more “distinctive and endearing” home.

Lee of Huttons believes that the Woodlands site will yield around 400 to 500 new homes. Meanwhile, Mogul.sg’s Mak predicts that up to around 200 new homes could be built on the plot.

Lee also pointed out that the new site is just a stone’s throw from the upcoming Choa Chu Kang BTO project, which is expected to launch in late September or early October. This is part of HDB’s next BTO exercise, where around 6,700 flats will be offered in estates such as Choa Chu Kang, Kallang/Whampoa, Queenstown and Tengah.
