The Singapore Government intends to relocate its world-class transshipment port operations to a purpose-built site located at Tuas. URS was part of the consultant team led by Surbana International Consultants who were appointed by the Maritime and Port Authority of Singapore to undertake the concept, preliminary and detailed design of an initial site formation for the mega-port. The site formation comprises a 300ha reclamation and 8.5km of quay frontage designed to accept Malaccamax vessels up to 21m draught. The team is also responsible for preparing the construction tender documentation and managing the tender process up to contract award. URS performed as specialist port consultant within the design team tasked with benchmarking the new mega-port functional criteria and technical specification against selected world-class international container terminals. The team developed a functional layout for the mega-port in order to allow overall costing and cost-benefit analysis to be undertaken in relation to various options considered for the reclamation and quay structures arrangement. URS was responsible for the preparation of one of the three concept designs developed for the quay structures that were then subjected to a Value Management process to identify the two preferred schemes to be taken through to preliminary and detailed design.
