The Housing Development Board (HDB) announced the launch of 8,952 flats for sale on Tuesday, in the largest joint Build-To-Order (BTO) and Sale of Balance Flats exercise so far.

Of these, 4,978 are new flats in Bukit Batok, Hougang, Jurong West, Sembawang and Woodlands. At least 85 per cent of 4- and 5-room flats and 70 per cent of 2- and 3-room flats are set aside for first-timers. Flats are also available for singles, multi-generational families, and the elderly.

The remaining 3,974 are flats remaining from previous launches, in 11 non-mature and 13 mature towns and estates. These are reserved for families. At least 95 per cent - excluding the 502 studio apartments available - will be set aside for first-timers.

This final launch for the year brings the total BTO flat supply in 2013 to 25,139 units, in line with the HDB's commitment to launch 25,000 such flats this year. Including balance flats and additional 2-room flats offered, the HDB put up 33,568 flats for sale this year.

SINGAPORE — Marking its largest joint exercise to date, the Housing and Development Board (HDB) today (Nov 26) launched a record 8,952 flats for sale in a mix of mature and non-mature towns/estates under the November joint Build-To-Order (BTO) and Sale of Balance Flats (SBF) exercise.

This brings the total BTO flat supply this year to 25,139 — fulfilling the HDB’s goal of launching 25,000 BTO flats for sale this year, said the HDB. In total, the HDB has offered 33,568 flats for sale this year, including balance flats and additional 2-room flats.

In January next year, the HDB will offer about 3,150 BTO flats in Bukit Batok, Jurong West, Punggol, Serangoon and Woodlands.

NOVEMBER BTO EXERCISE

Under this month’s BTO exercise, HDB will offer 4,978 flats, comprising studio apartments, two- to five-room flats and 3Gen flats, over six projects in five non-mature towns. The towns are: Bukit Batok, Hougang, Jurong West, Sembawang and Woodlands.

There will be two-room flats at Admiralty Grove and West Ridges @ Bukit Batok for singles, and 3Gen flats at Boon Lay View for eligible multi-generational families.

The HDB said: “First-timers will continue to enjoy priority flat allocation with at least 85 per cent (for four-room and five-room) and 70 per cent (for two-room and three-room) of the BTO supply in non-mature towns/estates set aside for them.”

The Multi-Generation Priority Scheme will be available to those applying for flats at Admiralty Grove, Hougang Meadow, Boon Lay View and West Ridges @ Bukit Batok. Half of the Studio Apartments in Hougang Meadow will be reserved for eligible elderly applicants.

Eligible first-timer households can enjoy up to S$60,000 of housing grants, said the HDB, noting that “with these grants, two-room, three-room, four-room and five-room flats will be priced from as low as $15,000, $106,000, $201,000 and $297,000 respectively.

NOVEMBER SBF EXERCISE

Under this month’s SBF exercise, the HDB will offer 3,974 flats in 11 non-mature and 13 mature towns/estates. They comprise 502 studio apartments, 405 two-room, 818 three-room, 1,644 four-room and 595 five-room flats and 10 executive flats.

These flats are reserved for families, with at least 95 per cent of the supply of balance flats, excluding studio apartments, set aside for first-timers. Half of the studio apartments will be set aside for eligible elderly applicants.

The HDB said about 14 per cent of the flats are already completed while the remaining flats are under construction.

Applications for new flats launched in this month’s BTO and SBF exercises can be submitted online on the HDB InfoWEB from today until Dec 2.

Balance flats in mature estates may be a bigger draw than new units: Experts

A RECORD 8,952 flats were launched for sale yesterday by the Housing Board in its largest joint Build-To-Order (BTO) and sale of balance flats exercise.

Analysts expect the balance flats - those left over from previous exercises - to be more popular as the new units are all in non-mature estates.

There is also a longer wait for new units, built according to demand under the BTO scheme.

The 4,978 BTO units are spread across six projects in Bukit Batok, Hougang, Sembawang, Woodlands and Jurong West, which has two projects.

Prices range from $75,000 for a two-room flat in Admiralty Grove in Woodlands to more than $373,000 for a five-room unit in West Ridges @ Bukit Batok.

Hougang Meadow and Admiralty Grove are expected to be popular, with MRT stations and amenities nearby. But overall, PropNex chief executive Mohamed Ismail Gafoor expects the subscription rate to be around two for every available unit or even lower.

One exception to this moderate demand may be the 454 two- room flats in Woodlands and Bukit Batok, which are expected to be sought after by singles.

Since July, singles earning up to $5,000 a month have been able to apply for new two-room flats.

Previous launches saw strong response from this group, with 8,800 singles vying for 519 flats in July, and between seven and 159 applicants per flat in September.

"The demand from singles has not been satisfied, and we can expect to see continued over-subscription for two-room flats in this BTO exercise," said ERA Realty key executive officer Eugene Lim.

Yesterday was Mr Ngiam Meng Fatt's third attempt to apply as a single. "It is hard to say if I will have a chance," said the 53-year-old removal van driver who lives with his sister's family.

The 112 "3Gen" flats in Boon Lay View could also attract applicants, as this is only their second launch, said OrangeTee head of research Christine Li. Introduced in the last BTO in September, these are for married or courting couples applying with their parents.

The 3,974 balance flats represent the largest such launch, ranging over 11 non-mature and 13 mature estates. They include two units at Pinnacle@Duxton - expected to be highly contested due to the potential for capital appreciation once they hit the resale market. Also up for grabs is a rare three-room terraced house in Jalan Bahagia going for $795,000.

Previously sold but then returned to HDB, it is one of just 285 "landed" public homes here built by HDB's predecessor, the Singapore Improvement Trust.

The final launch for the year brings the total BTO supply to 25,139 units. Together with balance flats and additional two-room flats offered, HDB has put 33,568 flats up for sale this year.

Applications close on Monday.

[SINGAPORE] Home-buyers can choose from 8,952 Housing and Development Board (HDB) flats in the largest joint roll-out of Build-to-Order (BTO) and Sale of Balance Flats (SBF) units.

Yesterday's launch eclipsed the previous mark of 8,262 BTO and SBF flats launched in September 2011.

Of the units made available yesterday, 4,978 are BTO flats in six projects located in five non-mature estates - Bukit Batok, Hougang, Jurong West, Sembawang and Woodlands.

Christine Li, the head of research and consultancy at OrangeTee, said the demand for these BTO flats could moderate this time around because they are being released with SBF flats, which promise a generally shorter waiting period and could thus mop up some of the demand.

And as the chance of landing a BTO flat is tilted in favour of first- and second-timers, there could be a knock-on effect of dampening the resale market.

Ms Li observed that as it stands, there has already been downward pressure on cash-over-valuations (COVs). OrangeTee estimates that one in five flats in Singapore are now sold at zero COV or even negative COV.

Ong Kah Seng, the director at R'ST Research, noting the moderation in resale prices, said: "But that said, I think the BTO flats will cater to those who really want to have a more affordable option."

Eugene Lim, a key executive officer at ERA Realty, said, however, that demand from singles has not been met, so there will be continued oversubscription for two-room flats in this BTO exercise.

In Woodlands, HDB is offering 993 units of two- to five-room flats for the Admiralty Grove project between Woodlands Avenue 6 and Woodlands Drive 62. (See map for the prices at each project.)

Hougang Meadow along Upper Serangoon Road will have 732 flats, comprising studio apartments, three-room and four-room flats.

These two projects are expected to be popular, primarily because they are near MRT stations.

HDB is also launching two projects in Jurong West: Boon Lay View and Yung Kuang Court.

Boon Lay View, bounded by Jurong West Avenue 2, Corporation Road and Boon Lay Avenue, will have 810 homes. These will range from three-room to 3-Gen units.

Ms Li said the 3-Gen flats in Boon Lay could attract a fair bit of interest; it is only the second time the government has put such units on the market.

3-Gen flats were launched alongside five-room flats in Yishun at the last BTO exercise to keen interest.

At Yung Kuang Court between Corporation Road and Yung Kuang Road, there will be 528 four- and five-room flats.

The biggest project by number of units offered yesterday was West Ridges @ Bukit Batok along Bukit Batok Road, with 1,578 two- to five-room flats.

The sixth and final BTO launch yesterday was EastLawn @ Canberra, located near Sungei Simpang Kiri and Sembawang Road, with 337 four and five-room flats.

The 3,974 SBF units are spread across 24 towns or estates, including Ang Mo Kio, Bukit Merah, Central and Queenstown. Prices start at $73,000 for a studio apartment and go up to $485,000 for an executive flat. Among them are two units at The Pinnacle @ Duxton, which Mr Lim thinks will be hotly contested because of their potential for capital appreciation in the resale market.

The launches yesterday brought total BTO supply this year to 25,139 flats. Together with balance and additional two-room flats from previous exercises, HDB has released 33,568 flats for sale this year.

In January, another 3,150 BTO flats in Bukit Batok, Jurong West, Punggol, Serangoon and Woodlands will be made available.
