Briefly read front page of Straits Times today about the new 2 room BTOs, towards the end of the article, there is mention of a new upcoming policy which will allow some to own 2 HDBs?

Yesterday's launch was also the last one this year before a new initiative to cater to those looking to buy their second flat from HDB kicks in. In May, the quota of new two- or three-room flats for second-timers will double, from 15 per cent to 30 per cent.
This is to help financially vulnerable families downgrade with ease, Mr Khaw said during the Budget debate earlier this month.

don't get so excited :D
it simply mean 2nd timers will get higher chance in bto ballots; they will still have to sell their existing hdb upon receiving the new bto flat.

HDB will need to build another 1M units if they ever allow people to buy 2.

Easy. Remain single in the eyes of law and then you and your "wife" or husband buy a 2 bedroom each. Cohabit in one house and rent out the another.
