3,300 BTO flats for sale in latest launch

Projects first to have priority scheme for married couples with young kids

THE Housing Board (HDB) is rolling out 3,346 flats in mature and non-mature estates, the first to feature a new priority scheme for married couples with young kids.

The flats in the first launch of Build-To-Order (BTO) projects for the year are in Ang Mo Kio, Kallang-Whampoa, Tampines, Choa Chu Kang, Hougang and Yishun.

The Government recently tweaked the rules to help families with children younger than 16, and who had not obtained a housing grant, to secure a new flat.

Previously, they were grouped with newly married and engaged couples in vying for the allotment of at least 85 per cent of new flats for first-time applicants.

Now, 30 per cent of the BTO flat supply and half of leftover units on offer will be reserved for families with children below 16. This amounts to at least 7,000 new flats this year, based on the projected supply of 23,000 units.

Analysts were divided over whether there will be a rush from this group to buy the new flats.

"We could very well see more married couples with kids stepping forward to bid for a home in mature towns, thus increasing competition in those areas," said PropNex chief executive Mohamed Ismail.

But Dennis Wee Group spokesman Lee Sze Teck thinks that this segment is unlikely to be very large. "Many married couples would have gone for a flat before their children hit 16, and those who have not may be comfortable with their current housing arrangements," he said.

The units set aside for this group will be released to other first-timers if they are not taken up, said an HDB spokesman.

Prices start from $140,000 for a 700 sq ft, three-room unit in Choa Chu Kang.

Eligible first-timers can get up to $60,000 in grants.

Units in mature estates cost more. New five-room flats in Ang Mo Kio, for instance, sell for up to $575,000 without grants. Prices of comparable resale units can go up to $628,000.

The new priority scheme has made applicants like Mr Fabian Hui, 31, more optimistic about getting a unit. The bank executive, his wife and two young children now live with his parents in an HUDC apartment in Hougang.

"Our monthly income goes towards our family and we cannot afford the cash premium that resale flat sellers want," he said.

ERA Realty spokesman Eugene Lim said the BTO launches will continue to do well due to the variety and number of units available, as well as sky-high resale prices.

Another 3,890 new flats will be launched in March in Bukit Batok, Punggol and Sengkang.

The Housing and Development Board (HDB) has put 3,346 Build-to-Order (BTO) flats up for balloting that span six towns, with an equal mix of mature and non-mature estates.

These homes form the first tranche of the 23,000 BTO flats planned for this year.

Eugene Lim, key executive officer at ERA Realty, sees the steady rollout of HDB flats as a positive.

"Prices have hit a ceiling and homebuyers will be enticed by HDB's continual BTO launches of a variety of flats in a variety of locations. This will help stabilise resale prices," he said.

About two-thirds, or about 2,234 units, of the flats launched yesterday will be in the non-mature estates of Choa Chu Kang, Hougang and Yishun.

Keat Hong Colours at Choa Chu Kang Avenue 7 will offer 968 three to five-room flats for sale from $140,000 to $376,000.

Hougang ParkEdge is located at Upper Serangoon Road and will have 578 three to five-room units from $165,000 and can go up to $427,000.

The Oleander Breeze @ Yishun, at Yishun Avenue 1, will have 688 three- to five-room flats that will cost $170,000 to $388,000.

The remaining one-third, or 1,112 homes, are situated in mature estates in Ang Mo Kio, Kallang Whampoa and Tampines.

Kebun Baru Court at Ang Mo Kio Street 21 will have 283 four- and five-room units, with prices between $380,000 and $575,000.

Whampoa Dew, located at Lorong Limau, will offer 156 studio apartments and 249 four-room flats. Prices will be from $105,000 to $154,000 for the studio apartments and between $385,000 and $483,000 for the four-room units.

Tampines GreenForest sits at Tampines Avenue 8 and will feature 424 three-room and four-room flats for $191,000 to $356,000.

Some 3,890 BTO flats are expected at the next round of balloting in March at Bukit Batok, Punggol and Sengkang.

Analysts generally feel location would be the main driving factor for demand.

Nicholas Mak, executive director of research and consultancy at SLP International, said: "Some of the locations in this round of BTO exercise are rather attractive, especially all the flats in the three matured estates."

Mr Mak also highlighted the Oleander Breeze @ Yishun for its "beautiful view" of the Singapore Orchid Country Club golf course and Seletar Reservoir.

He expects these four projects to be more than five times oversubscribed.

The Parenthood Priority Scheme announced last week will apply for this latest batch of BTO flats, meaning precedence will be given to first-time applicants who are married with children.

These couples will be allocated 30 per cent of flats for BTO projects.

But Lee Sze Teck, senior manager for training, research and consultancy at DWG, expects little impact on demand.

"If the married couple is used to not owning a flat, they might not want to make the change to become a homeowner," he said.

Elderly flat owners in the Kallang Whampoa area will get twice the balloting chances when applying for a studio apartment at Whampoa Dew.

The Multi-Generational Priority Scheme is also available for the project.

Applications will close on Feb 4.

Are applicants able to select the exact unit/facing for the BTO? Sorry for asking....have never purchased a unit direct from HDB.
