all else the same, of course the higher the better. worth more when resale.

12 enough liow, when lift not functioning, 29 floor up down can cry.
29 floor next time when old, lift not functioning or when fire, have to jump down.
Higher can sell better price (mostly true), but higher floor you buy confirm higher price.
But those balcony come out of the building no where looks scary too.
29th floor the window can still open fully one or not? Some projects cannot for higher floors. I prefer to have my windows fully opened regularly

if it is for rental investment, I will get the one with balcony because most expat would prefer apartment with balcony.

If the two blocks are facing each other and 30th floor is the penthouse.. then I will get 29th floor.. at least i look up.. , i can still see the sky.. hehe..
12th floor look up..will still see a block.
29th floor more wind (and sun) than 12th
If have space cash, higher the better regardless of view. Feel more "atas"

Who will ever look up. People like to look down or sideways. Will give this development a miss unless there are other good reasons to buy.

If ur facing also a 30 floor building, on the 12th floor u can have up to 18 floors of units that can look into your house. But if u r on 29th floor, u only have the penthouses that can look into yr house. So higher got more privacy .....

Overlooking the top of other buildings with sharp pointed structures is super bad for Feng Shui. Too high a unit is also bad. Also make sure you have a White Tiger on the Right and Green Dragon on the Left.

I had the opportunity to purchase a 15th flr or 31st flr when I was looking to buy. The 31st flr owner was asking a 100k more and though I love the view, it was too much and the views are the same; both unblocked. Heart says 31 and brain says 15.
I ended up with 15th... and save 100k in the process. And I think i wont be able to sell it for a 100k more when I sell anyway ;)

I think you should put it the other way.
If the 31st floor sold for $1 mil. I am sure your 15th floor can sell for $950K++.

Thats true... can definitely sell as long as i sell a bit lower, not necessarily 100k lower :D
low to mid floor usually can get higher sale profit :D

does it really make a big difference if it is 12th or 14th floor?
I prefer high high floor.

Balcony is a must since new apartments have no yard, no window for yard, toilet has no window, no place for washing machine, etc
