If I were his boss, I would fire him. So its subjective what standard one requires from your subordinate. I don't think invisible hands at work.

Maybe it is ::-
1) just an opportunity to get rid of excess headcount.
2) Looks good for Barclay who seem to standby the singapore's govt stand of not being xenophobic and being tolerant in a multicultural society.
