Says here that new is typically 5 to 20% more than old. Does that mean there are opportunities for arbitrage if we see gaps wider than that in one specific area?

there is always a gap between new and resale. the question is how much, very often depending on factors like convenience, maintenance and others.

yes, there is opportunity for arbitrage, but alot of hardwork and luck. resale unit sellers can be quite sticky on price if they are not selling urgent. most will have high asking price, taking a cue from past transactions and new sales prices. you need to do some legwork and suss out those who are willing to sell at lower price.
