If the land area is big, can we rebuild 2 house side by side just like semi-D, and make 2 entrance on a "single" address??

Depends on your plot dimensions. There are URA guidelines.

We notice some houses have 23A and 23B. It should be viable if you stay in one and sell the other if you are to develop it.

Just rebuild everything into MMs. Jack up the psf. If it is FH, then sell as 99LH :2cents: Doable?

first question:-

Is your house zoned in detached, semi-detached or mixed landed area. Clue:- look at your neighbours. To be sure go to URA's masterplan.

2nd question

Do your plot size and plot frontage comply with the minimum requirements for semi-ds? (200sqm plot size, 8m width). For details, go to URA's website.
