Is this a private treaty? Dont recall any news on this.

Based on pr of 1.4, can build 33 MM units?

was at TK yesterday...realised the place has changed so much. It used to be peaceful and laid-back, but now new condos line the roadsides and reduced the 'open-ness' of the place...slowly but surely the place is being commercialised :(

is there a difference between private treaty and open tender ?

When a tender close, is it as simpler as the highest bidder will be awarded (above reserve price of course) ? Or is the contract still be considered as a 'private treaty' >

If there is no bidder above the valuation / reserved price
but there is expresssion of interest, then it will dealt with via private treaty
or at times, the terms and conditions of the tender specifications are not met, also will dealt with via private treaty
